Pioneer OHV Legislator Honored

Back in the early 1970’s, OHV organizations approached a Democrat and a Republican state legislator, and offered an idea to them in a bipartisan manner to create an Off Highway Vehicle Program for the State of California due to the fast paced growth of OHV recreation.  GENE CHAPPIE was one of those legislators.

Gene ChappiGene is now being honored by a recommendation from the County of El Dorado to name State Highway 193 in his honor.

This recommendation was forwarded to State Senator Ted Gaines, also an OHV enthusiast who is initiating the process to make this happen.

Gene, who passed away in 1992, was an avid OHV enthusiast his whole life and will be remembered always for his many contributions to and support of the OHV community.

D36 will send a letter of support for this action to Senator Gaines to show OHV support in Northern California.

For those of you that didn’t have the pleasure of knowing Gene and those of you that did this story about Gene in the Mountain Democrat newspaper is an excellent read.

Buckhorn Enduros Canceled

District 36 has been notified by the Redding Dirt Riders MC that they have decided to cancel the Buckhorn Youth/Family Enduro originally scheduled for October 4th and the Buckhorn Enduro originally scheduled for October 5th.  No decisions have been made as of this writing for their Enduros in 2015.

While we regret the loss of the two enduro meets this year, we look forward to the club’s continued involvement in hosting meets in the future…..

The Redding Dirt Riders will host their Shasta Dam Grand Prix in mid-April of 2015.

Tahoe NF Lawsuit update: OHV Groups need your help.

Federal Judge Mendez sided with the USFS/Department of Agriculture, in the appeal process that it is legal to bill for direct costs.  This bill, a form of “Cost Recovery” is to be paid by the Plaintiffs in the Tahoe NF case, as directed by Judge Mendez.

San Benito Supervisors Hammer BLM on Clear Creek Plan

Hammers BLM regarding Clear Creek!

June  17, 2014

The San Benito Board of Supervisors, by a vote of 5-0, created a Resolution stating the County advises the Federal Secretary of the Interior (BLM) with a scalding letter citing a “VOTE OF NO CONFIDENCE” towards the Hollister Field Office of the BLM, with the basis upon the BLM Record of Decision & Resource Management Plan regarding the Clear Creek Management Area.

This is a rare occurrence for a County to chastise an agency of the Federal Government via a public process.

As D36 LAO only has a DRAFT copy of the proposal that passed, it won’t be posted here until the approved copy is received.

For D36 Members – this important action continues to show that CCMA is not a dead issue in our eyes, and we will continue to make effort to get CCMA open for our members, and our clubs for OHV/MC recreation and events.

Curiously, the letter is CC’d to Rick Cooper- HH/BLM Manager, the House Natural Resources Committee, and Neil Kornze, Dir of BLM

LEARN HOW TO SOUND TEST….GET A REFRESHER LOOK…..ASK QUESTIONS!!!!

Sound Testing Demo * Training * Safety * Technical Inspection Tasks * Record Keeping

We currently have several District 36 members certified to do sound testing but some of you that don’t do this on a regular basis should join us at the upcoming Sacramento Enduorcross for a refresher.  And for those that are interested in learning and becoming Certified Sound Testers, this is a great chance to meet Chris Real, see testing demo’s and learn how you to, can get into this.

The fact is that sound is a major issue with OHV’s and keeping our bikes quiet has become a necessity.  Even if you become certified and don’t put these skills to use (most probably will) at least you gain the knowledge to educate others on keeping the sound level down and taking that aspect away from the OHV naysayers that use noise as a means to close riding areas down.

In District 36 our sound complicate rate is getting really close to 100% but there are always the few that can use some guidance and it’s up to us to carry that into the field.

As you may know I will be doing a special informational function at the Sacramento Endurocross, June 21st at the Sleep Train Arena.

In general I will be answering questions, doing a few demos, some minor training on the different technical inspection tasks such as safety, instrument use, testing and record keeping.,

As well as helping our current and FUTURE technical inspectors and other students get their sound training field proficiency sign off.

My other goal is to get individuals qualified and experienced in assisting in the tech line.

How to apply temporary numbers at your first race

If you are a first time Cross Country Racer in District 36 keep in mind that there is a lot going on in the morning of your first race so give yourself plenty of time to get registered for the race and prepare your bike with the necessary items.  After registering for the race you will receive temporary number decals and a transponder. It is important that the decals are applied to your bike and helmet properly. Special care with applying the transponder is needed to ensure that the transponder operation is not obstructed by metallic paint on a helmet visor or touching any metal parts of the bike.

Why does District 36 perform sound tests?

imageEd Santin is always looking for opportunities to educate riders of all ages. Recently he visited a Folsom, CA school to teach students about the importance of sound testing of off highway vehicles.  This week I interviewed Ed Santin,  member of the District 36 Board of Directors and AMA Off Road Congressman about the most frequent questions I get asked in regards to sound testing.

: Why does District 36 perform sound tests?

ED: We perform sound testing for a few reasons.  First and foremost is to be good neighbors in keeping our motorcycles as quiet as we can.  Sound testing limits that are recommended by the Motorcycle Industry Council are implemented into rules set by the American Motorcyclist Association and District 36 to accomplish this goal.  So while a large percentage of our District 36 riders meet the limits (most are well under the limit) there are always a few that fail. For this reason our sound testing program is to make sure our racers and riders are in compliance with the established rules and as an education tool for riders that don’t understand why quiet is better for our image as responsible OHV recreational riders and racers.

District 36 developed a sound core that is given to racers that fail the sound test  to insert into their mufflers to allow them to race on that day.

DAVE: What is the sound limit?image (1)

ED: When we started putting pressure on AMA to lower the sound limit, the limit was set at 102 dB.  102 dB is way too loud for the new crop of 4 stroke off road race bikes, which create  a low frequency sound wave. The lower frequency sound waves can  travel up to twice as far as the frequency of a two stroke with the same decibel output.

You never know who lives near where you ride and can shut down your favorite spot in a heart beat.  After additional support by District 36, AMA lowered the allowed decibels to 99 dB. While working with the exhaust manufacturers, the AMA agreed with a lower  limit. ( note because of  test conditions a 1.5 dB + or – is allowed )

A reduction from 102 decibels to 96 decibels is approximately a 50% reduction to the human ear. 

DAVE: How do we sound test?

ED: The test we use has been around for about 30 years. The test by the Society of Automotive Engineers is called SAE J1287 for off road motorcycle and quad testing. The AMA Congress, in collaboration with exhaust manufacturers, developed a list of test RPMS to speed up the time to test a vehicle. A sound meter is placed 20 inches to the rear of the exhaust and samples are taken at various RPMS.

AMA sound limits are 96 dba for 2-strokes and 94 dba for 4-strokes (pre-race). Ref:  2014 AMA Racing rulebook; Appendix 6.2; page 192.  District 36 sound limit is 96 dba (same for 2 & 4 strokes) following California State Law. Ref: District 36  2014 Operations Manual; Section 6; Equipment, rule 6.2

DAVE: Is a louder bike a faster bike?

ED:  When a racer argues that he needs a loud bike to get the most power for racing I ask him If I can wire his throttle wide open  before the start and he will get max power . Same concept but the rider who’s bike gets the most traction and can keep power on more than his buddies will go the fastest .

DAVE: How often should you re-pack an exhaust?

ED:  Both 2 stroke and 4 stroke race bikes need to be re-packed. On the 2 stroke, carbon and oil start to clog the screen core and the sound slowly creeps up over time.  On the 4 stroke, the packing tends to break down over time. So it is important to service a muffler at least every race season. Some mufflers may last longer, for example, the FMF Q brand mufflers last way longer between services than the FMF 4.1 mufflers that are designed for motocross with more frequent servicing.
