On March 1, 2019, representatives of the California Air Resources Board (CARB) gave an update on their Red Sticker Off-Highway Vehicle Assessment to the CA OHV Commission and members of the audience.

Those same CARB representatives attended an OHV Commission field tour on February 28 which included a review of designated roads, trails, and open areas in the Jawbone/Dove Springs OHV Recreation area.

Having been engaged in the Red Sticker issue since 2013, I feel that CARB has worked hard to substantively engage with the OHV competition stakeholder community that includes: OHMVR Division, DMV, OHV Industry, and competition-oriented motorcycle organizations so as to minimize fiscal and recreation impacts to the sport.

In the attached video below you can watch the ARB presentation on various proposals and concepts that might be included in the new competition sticker program including public comments from D36 and other stakeholders.

Some of the potential recommendations include:

• Retain the 17 digit VIN # – This will aid in continued fiscal support for law enforcement and land management.  It will also help in the sale and resale of the vehicle.
• Allow practice riding on public lands – ARB staffers have a better understanding of the importance of allowing riders to practice with their competition motorcycles on public lands and that “practice riding” IS a critical part of competition.
• Exempt youth motorcycles –  ARB is looking to allow youth competition motorcycles (under 110cc) to be green stickered.

There are two dates to remember!

MARCH 8, 2019 – The proposals will be published which starts a 45-day public comment period

APRIL 25, 2019 – The full Air Resources Board will hold a hearing on the proposal.

ACTION REQUESTED – Attend Meeting on Feb. 21 in Woodland

NEW OHV PARK IN YOLO COUNTY?

Over the last 5-6 years, D36 members and other OHVers have been attending public meetings and providing input on the concept of establishing a new OHV park in Yolo County.  Because of your engagement, the county is continuing its efforts to site a new OHV facility that could provide motorized recreation for both casual riding and permitted events.

According to Yolo County, they seek grant funding to prepare a market analysis to ascertain if there is enough community and stakeholder support for OHV opportunities in Yolo County. Second, assuming there is demand and support for OHV opportunities, we will prepare a feasibility study to examine two different scenarios: (1) improving access to existing OHV trail riding opportunities within the unincorporated County; and (2) creating a small-medium sized OHV park in the unincorporated County.

In 2018, the County had OHVers participate in an online survey and the results are linked below:

At the February 21 meeting, county staff will provide an overview of our proposed OHV planning grant application and let the public know how they can stay involved in the process moving forward.

AMA D36 – LAO

Update 1-22-2019

Although the temporary closure of the SRI creek crossing has impacted use of the 4×4 Play Area, MX Track, and gravel parking lot, OHVers can still access the Kiln Canyon and SRI Loop trail network south of the closure site via the Los Osos Trail.

As you know, the OHMVR Division was given a court order (due to ongoing litigation) to close off public access across the SRI creek crossing at Carnegie SVRA. Closure became effective on Monday 1-21-2019.

Again, the SVRA is working through the permitting process to restore public access to the affected areas. It is expected the OHVMR Division will provide an official update on this issue at the March 1, 2019 OHMVR Commission meeting.

The closure is not expected to impact the Old Crow HS.

AMA District 36 encourages our members to enjoy the epic trail conditions on routes and areas not affected by the temporary closure.  Also, please respect the temporary closure.  Be assured the District 36 LAO will work with our access partners and OHV Division to resolve this all too important issue.  Stay tuned for future updates.
