Fire Restrictions Go Into Effect in Moderate and High Hazard Areas

Sonora, Calif., (June 22, 2015)…The Forest Service today announced that, because of high fire danger, a Forest Order enacting temporary fire restrictions is in effect in Moderate and High Hazard Areas of the Stanislaus National Forest (NF).

The fire restriction prohibits campfires, briquette barbecues, and smoking outside developed campgrounds in designated Moderate and High Hazard Areas of the Forest. Welding and blasting also are prohibited, except by special permit. This Forest Order serves as an extra measure to help reduce the potential for large and damaging wildfires. We are asking the public’s cooperation in helping us prevent destructive fires before they start.

Beginning at 12:01 a.m. Tuesday, June 23, 2015, the following prohibitions are in effect by Forest Order in designated Moderate and High Hazard Areas on the Groveland, Mi-Wok, Summit, and Calaveras Ranger Districts of the Stanislaus National Forest:

  • Campfires. Building, maintaining, attending or using a fire, campfire, or stove fire, except in the developed recreation sites listed in Exhibit C. 36 CFR 26l.52 (a).
  • Smoking. Smoking is prohibited, except within an enclosed vehicle or building, a developed recreation site, or while stopped in an area at least three feet in diameter that is barren or cleared of all flammable material [36 CFR 261.50 (d)].
  • Welding. Operating acetylene or other torch with an open flame is prohibited [36 CFR 261.50 (i)].
  • Use of Explosives. Using an explosive is prohibited [36 CFR 261.50 (b)].

Copies of the Forest Order and maps displaying the fire hazard zones are available for viewing at Forest Offices in Sonora, Mi-Wuk Village, Pinecrest, Groveland, and Hathaway Pines or here:  Fire Hazard Zones Map

The restrictions on open sources of fire in the Moderate and High Hazard Area will be actively patrolled by Stanislaus Forest Law Enforcement Officers and Fire Prevention Specialists. Persons who knowingly violate these restrictions on open sources of fire may be cited by Forest Officers.

ALAMEDA COUNTY THROWS STATE PARKS UNDER THE BUS

Oakland, Ca    Alameda County Board of Supervisor Meeting 6-23-15

Today, the Alameda County Board of Supervisors voted 5-0, following the City of Livermore, to OPPOSE the Draft Environmental Impact Report [DEIR] and the Carnegie General Plan Revision based upon their County Staff recommendations to oppose.  Thus, the County has stated that they do not support the State Parks Off Highway Motor Vehicle Recreation Division – and the effort to finally open the 2 new areas that the OHV Trust Fund purchased on behalf of OHV users in 1996 & 1998.

To add insult, those of us that drove hours and hours to attend this meeting, were informed that ONLY 2 Minutes were allowed for public comment.  LAO feels this was very unprofessional, considering the seriousness of the topic at hand.

District 36 was taken aback when a “motion” was presented to oppose, as it was assumed it would be a “tabled” item based on comments that appeared at the end of a 6 page letter addressed to Dan Canfield at State Parks, from the Alameda County Planning Department which said, “the County believes the DEIR contains numerous inadequacies, and therefore Alameda County cannot support the project unless the stated concerns are addressed.”

Voting today, without allowing response to “stated concerns” seem very premature and thus the county made this decision which I believe is problematic, and political.  Language in some of the documents the county supplied identified additional input from the public to be incorporated into the comments, yet they voted anyway.

Of interest, on the Agenda today, it stated this:
Agenda Item #34
Community Development Agency – Conduct a public hearing to consider the information presented in the draft comment letter on the Carnegie State Vehicular Recreation Area (SVRA); take public testimony; direct staff to incorporate additional concerns raised during the hearing into the letter, as appropriate; and authorize the Board President to sign a finalized comment letter opposing the California State Park’s proposal to expand Carnegie SVRA.
This was not done.  Since they voted to sign it without adding in any new information provided in testimony there was no question that as far as they were concerned any of the additional concerns raised during the hearing was not important, at least to them.

The bottom line is this, I believe that a decision was made to oppose before any of us walked into the Supervisors Chambers.

We are NOT done with this at all and lots of steps still need to be taken to get the new Carnegie properties open.  Remember, the State owns the property and is also the lead agency in this process, not the other way around.  Legal Counsel at the meeting made that abundantly clear to the Supervisors.

Special thanks to the OHV organizations and representatives that came and testified today as well as everyone that sent in letters to the Alameda County Board of Supervisors in support of OHV recreation.

Carnegie-The Battle Continues

District 36 Red Alert…Carnegie

Well we are finally down to the last ditch effort by those who don’t like the Carnegie expansion.  To that end they have brought this to the Alameda County Board of Supervisors.  We as concerned users and advocates of Off Highway Recreation really can make a difference by writing the Alameda County Board of Supervisors, as well as / or attending the Alameda County Board meeting outlined below.

And if you think our responses are unnecessary please go here and see what we’re up against.  Note: this is a long read but even skimming over it will give you the full impact that anti-OHV forces are hard at work.

You can email your letter supporting our family recreation to:
elizabeth.mcelligott@acgov.org  Please ask her to forward them to Board President Haggerty and fellow Board members.
Remember to be polite and extol the many virtues of off highway recreation, such as the sustainable nature of State Parks Riding areas. The fact that Carnegie is open space more than half of the time. Not to mention the benefit to the many local businesses that are frequented by Carnegie users. The letter needs to be in by June 22.

Don’t have time to write a letter?…go here for suggested comments you can cut and paste. (Scroll down for Don’s suggestions).

The upcoming meeting, should you be able to attend:

District 36 Announces Dirt Track Steward Change

District 36 is pleased to announce that Carter Fisher has been installed as the District 36 Dirt Track Steward for the remainder of 2015.

Mr. Fisher was nominated for this Steward position and elected by the District 36 Board of Directors at the monthly meeting held on May 20th and takes office immediately.  Carter was recommended to take the post by Dave Bickle, the outgoing District 36 Dirt Track Steward.   Carter has held this post in the past so he has the experience to slide in with no learning curve and we all look forward to working with him.

This change took place due to the resignation of Dave Bickle who has served as the Dirt Track Steward since 2012.  Dave has performed this job admirably and the decision by him to step down was long thought out and a “hard one to make”.  Due to pressure from his growing business and other personal reasons, Dave told us, “I decided that I need to step back but certainly not out”.  Dave currently serves on the District 36 Board of Directors as well as holding the position of District 36 Rulebook Chairman, positions he looks forward to continuing.  He will also remain on as a Dirt Track Committeeman and plans to stay fully involved in working with Mr. Fisher and the other officials, as well as clubs/promoters, to further the exciting sport of Dirt Track Racing.  Dave tells us, “I just won’t be at the forefront of responsibility for Dirt Track but am still very dedicated to continue to serve with District 36.  Thank you to all that have supported me in the Stewards role and I look forward to still being a part of District 36 and especially Dirt Track racing, a sport I truly love”.

District 36 Thanks You, Dave for your service as the Dirt Track Steward and will continue to value your service in all that you do for the District.

Welcome back Carter Fisher!

Wilseyville Hare Scrambles Are Back!

Wilseyville NorCal logo

The Wilseyville Hare Scrambles are back on the D36 schedule and will take place over Halloween weekend this year.  NorCal Motorcycle Club has received approval from several area landowners to resurrect the race after a 2 year absence and has already begun cutting in some great trails.

“We’ve been working on this project since early last year and it is finally coming together.” said David Furrer, President of NorCal MC.  “This event had been around since 1949 and it was a huge loss to the motorcycling community when it was cancelled a few years ago.  The whole town of Wilseyville is behind us and we will work hard to restore this event to it’s historical greatness”.

Please be sure to change your schedules for the Fall Hare Scrambles season.  The Deer Creek Grand Prix (promoted by NorCal MC) has been cancelled and replaced a couple of weeks later with the Wilseyville Hare Scrambles on Oct 31 & Nov 1, 2015.

More information will follow in the next few months – please check out NorCal Motorcycle Club on Facebook for up-to-the-minute changes and additional information as it becomes available.
