BLM Proposed Policy To Close BLM Land To OHV And Others!

Its Time for ALL OF US to act now and let the BLM know how we feel about them proposing to take away our OHV riding opportunities!

SEND LETTER BEFORE JULY 5 TO SAVE OHV RECREATION ON BLM LANDS (see sample Letter below for your use to send comments)

OVERVIEW – Hard-core environmentalist at the BLM Washington Office have proposed the most extreme land policy change that I have seen in my 33 years of OHV advocacy.  This plan targets OHV, grazing, mining, energy and commercial recreation for elimination across all BLM lands including our riding areas.

By sending a letter to the BLM objecting to the draft proposal, you will be joining an ever growing national movement of other recreation groups, Governors from many Western States, pro access Members of Congress, and the powersports community.

While it is important for D36 clubs to write a letter about how this plan could impact their events, related charity work, and volunteerism –  it is critical that individual riders send in their own letter about how closure of riding areas will affect their family’s ability to enjoy the great outdoors.

The LAO has prepared a sample letter that you can use in crafting your comments.   The link below will take you to the BLM proposal where you can submit your comments online.  Feel free to cut and paste any portions of the sample letter below.

SAMPLE LETTER FOR D36 MEMBER

 

As a proud member of AMA District 36, I am deeply concerned about how the draft Conservation and Landscape Health rule will negatively impact my access to motorized trails at designated BLM OHV areas in California and the West.

Conservation of natural resources is a key tenet of my organization’s mission statement so that current and future generations can enjoy trail-based recreational activities on public lands.  However, the draft rule redefines the term Conservation as a “use” and directs agency staff to focus on land restoration and protection mitigation efforts with the functional effect of returning designated OHV areas to a natural state. 

Popular federal recreation areas in Northern California, such as the BLM Fort Sage OHV Area, BLM Chappie Shasta OHV Area, and BLM South Cow Mountain OHV Area – where I do trail rides with family and friends or participate in amateur competition events – would be dramatically affected by this proposal.  

A new concept of private sector-managed Conservation leases on BLM lands is also troubling since the strict prohibition of OHV activity is a core tenet of most, if not all, private, state, and federal conservation lease plans and programs. 

I strongly urge you to withdraw this draft rule because it creates a vague set of hard-to-understand policy directives that will result in confusion, chaos, and a loss of OHV access for casual use and permitted events.

D36 LAO ACTION ALERT – Comment on FS Special Use Permit Proposal

Comments due: June 20, 2023

The D36LAO wants to first want to thank the AMA Government Affairs Director,  Nick Haris, for bringing this issue to my attention as it has the potential to increase the red-tape and costs of obtaining a special use permit for OHV and even non-motorized clubs if fees are charged to attend a competition or group event.

The Forest Service has proposed to amend its special use regulations to update the processing and monitoring fee schedules based on current Agency costs; to provide for recovery of costs associated with processing special use proposals, as well as applications; and to remove the exemption for commercial recreation special use applications and authorizations that involve 50 hours or less to process or monitor.

The LAO believes the proposed rule amendments with their collective weight will disenfranchise important partners by creating a significant fiscal hardship on the motorcycle clubs, riders, and families that use FS lands.  Many clubs, are 501 (c) 7 volunteer-based social clubs or have some other non-profit classification. 

The LAO also believes the loss of the 50-hour exemption and other proposed, yet vague, fee increases will force many partner clubs to cease applying for a special use permit since events such as an amateur enduro  are many times a “break-even” proposition since the entry fees will not cover the club’s expense for items such as on-site medical services, communications, and other event materials.  This proposal threatens those important partnerships and the pre-event volunteer trail work they do.

In 2011, I was part of a national effort that called for reform of the permitting process because it had become so complicated and costly that most “non-profit club events” could simply not comply with the requirements. In addition, historic and popular competitive events occurring without problems had been subjected to arbitrary fees where permit fees were raised from $500 to $10,000 -$20,000 or more. In some areas, the application process to obtain a special use permit was used to prohibit and/or severely restrict otherwise allowable activities.

The D36 LAO is preparing written comments and is urging our clubs to review the proposal and  urge the agency to amend the proposal to address  concerns you may have.  The comment period ends on June 20, 2023.  Thank you!

Game On For Wildhorse and Wild Pony Sprint Enduros!

Now for some good news!

 

Given the wild weather year here in California this the closest we will get to a sure thing for a race weekend. The Wild Horse and Wild Pony are on with no weather related issues anticipated.

In addition to the two enduros, the weekend also features MRANN youth races on Saturday before the family enduro.

Two weeks away on March 25-26 means just enough time to get your entry in and gear ready to RACE!
